Siemens, Equans and Infrabel Complete Nationwide ETCS Level 2 Rollout in Belgium

Siemens Mobility, Equans and Belgian rail infrastructure manager Infrabel have completed and commissioned a nationwide rollout of European Train Control System (ETCS) Level 2, marking a major milestone in Belgium’s rail modernization program. Launched in 2015, the project has upgraded 2,274 kilometers of railway track with advanced digital signaling technology, bringing much of the national network in line with the highest European standards for safety, efficiency and interoperability.
The modernization integrates ETCS Level 2 with upgraded interlocking systems and continuous digital communication between trains and infrastructure. This enables more efficient traffic management, enhanced safety performance and seamless cross-border rail operations, supporting both national services and key European transport corridors. The rollout was executed across a highly complex, heavily used rail network, with work carried out under rolling operations and minimal line closures.

Within the consortium, Siemens Mobility was responsible for implementing and modernizing ETCS Level 2 and interlocking systems across most of Belgium’s rail infrastructure. Equans handled the on-site execution, including civil engineering works, electrical installations, hardware deployment, cabling and comprehensive technical documentation.
According to Siemens Mobility, Belgium is the first country to deploy ETCS across a dense and complex national network under near-continuous operation. The project was completed and commissioned on schedule, exactly ten years after its start, demonstrating the long-term collaboration between the consortium and Infrabel.
The nationwide ETCS deployment completes Belgium’s ETCS Masterplan and represents a significant investment in digital rail infrastructure. By modernizing major national axes and European corridors, the project strengthens rail safety, supports interoperability across borders and contributes to long-term goals for sustainable, efficient and future-ready rail transport in Belgium.
