Five consortia apply for California High-Speed Rail Authority’s ETO contract

Five international consortia have applied for California High-Speed Rail Authority’s early train operator (ETO) contract.

The consortia include companies from countries including China, Germany, the UK, Italy and Spain.

Responses were received from China HSR ETO Consortium, DB International US, FS First Rail Group, Renfe and Stagecoach Group.

At the time of the design and construction of the new system, the ETO will offer advice and also initially run the service.

In addition, it will be eligible to bid for the main operating contract. Meanwhile, a long-term operator would be selected.

With more than 119 miles of active construction in the Central Valley, construction is planned to complete on a high-speed rail line between the Silicon Valley and Central Valley by 2024.

Passenger services are expected to start in 2025.

In December last year, the California High-Speed Rail Authority issued a request for qualifications for the contract.

The request for early train operator services was aimed at assisting with development and management of the initial operations of the high-speed rail system.

With an early train operator on-board during the development phase of the high-speed rail programme, the authority will be advised on strategies to build future enterprise value by improving asset performance and revenue.
