Rail Baltica is a greenfield rail infrastructure project aimed at fully integrating the Baltic States into the European rail network.

Spanning over five European Union countries – Poland, Lithuania, Latvia, Estonia, and indirectly Finland – the project represents a significant step towards enhanced regional connectivity. The Baltic section of Rail Baltica is known as the Rail Baltica Global Project, underscoring its importance as a cross-border initiative with far-reaching economic and strategic benefits for the region.

Rail Baltica is currently in an active construction phase in Lithuania. In parallel with ongoing development, preparations for future works are advancing, with a pre-qualification process for suppliers of design services launched in October.

This call invites potential suppliers to qualify for the upcoming procurements of design and design supervision services for Rail Baltica’s regional stations and railway nodes in Lithuania, laying the groundwork for the next stages of the project’s infrastructure development.

Call for pre-qualification for future tenders
The Qualification Assessment System (QAS) has been established to pre-select suppliers to carry out the future Rail Baltica works. This system ensures that only suppliers meeting specific qualification criteria are shortlisted to participate in the upcoming tenders.

Suppliers included in the list of pre-qualified candidates will be the only ones invited to submit bids for specific procurement opportunities. The QAS is structured into four categories, organized by the scope and value of the planned procurements, along with the corresponding qualification requirements.

The tenders are categorized as follows: design and design supervision services for the construction/reconstruction of the communications and engineering networks of the railway infrastructure of the Rail Baltica project at railway nodes; design and design supervision services for the construction/reconstruction of the communications and regional stations, railway infrastructure, communications and engineering networks of the Rail Baltica project.

The qualification process for suppliers is designed not only to inform the market in advance of upcoming procurements but also to ensure efficient and seamless project progress in the future. The QAS is structured into categories to attract businesses of various sizes and capacities.

Suppliers interested in participating in the planned works of the Rail Baltica project in Lithuania are encouraged to submit their applications by 13:00 (GMT+3) on 11 November.
