Heavy-Haul Locomotive Fleet Expansion and Localization in Saudi Arabia

Saudi Arabia Railways (SAR) and Progress Rail announced a procurement agreement for 33 heavy-haul diesel-electric locomotives alongside a framework to develop domestic lifecycle maintenance infrastructure at the InnoTrans trade fair in Berlin on 22 September 2026. The project expands rolling stock assets dedicated to bulk freight operations within the mining and industrial sectors across the national rail network.

Operational Context and Environmental Requirements
Heavy freight haulage on the SAR Northern Railway requires rolling stock capable of handling high axle loads across arid desert terrain. Ambient operating temperatures regularly exceed 50 degrees Celsius, accompanied by severe airborne dust and fine sand ingestion risks. Transporting high-tonnage bulk materials, particularly raw phosphate from northern mining basins, places sustained thermal and mechanical demands on traction motors, cooling systems, and air filtration infrastructure. Maintaining fleet availability under these conditions requires specialized locomotive adaptations combined with local depot-level maintenance capabilities.

Technical Solution and Industrial Responsibilities
The agreements establish divided operational and manufacturing scopes:

Progress Rail supplies 33 SD70ACS heavy-haul locomotives and provides technical frameworks for maintenance training, engineering knowledge transfer, and domestic component support.

Saudi Arabia Railways integrates the units into active freight operations, oversees network operations, and coordinates localization initiatives to build domestic supply chain capacity.

The SD70ACS locomotive platform incorporates specific adaptations for desert environments. Technical features include primary pulse-jet inertial air filtration systems that purge particulate matter prior to engine air intake, dynamic braking grids engineered for sustained high-temperature duty, and optimized wheel-slip control algorithms to preserve tractive effort on sand-fouled rails. Cab structures and electrical cabinets are pressurized to prevent particulate ingress into electronic control systems.

Network Implementation and Fleet Growth
The delivery of 33 locomotives increases the operational EMD-designed heavy-haul fleet of SAR to more than 150 units. The additional traction capacity will be deployed primarily along the Northern Railway mineral corridor to scale bulk phosphate train frequencies.

Parallel to locomotive commissioning, the signed memorandum of understanding establishes parameters to expand regional repair facilities, technical workforce training programs, and local spare parts distribution networks. This operational framework aligns railway logistics capacity with the targets of the Saudi National Transport and Logistics Strategy.
