Finland’s Transport Infrastructure Agency (Väylävirasto) manages the nation's transportation networks. A primary operational challenge in regional logistics is the rail gauge discrepancy between the Finnish network and the standard gauge utilized throughout most of Europe. To establish a continuous transport link with Northern and Western Europe via Sweden, Väylävirasto initiated the Rail Nordica project. The objective is to design a standard-gauge railway linking northern Finland to the broader European rail network. This infrastructure development targets direct improvements in cross-border logistics, security of supply, and military mobility by removing the necessity for freight transfers between different track gauges at the border.
Technical Solution and Engineering Scope
To address these technical interoperability requirements, Väylävirasto selected a consortium including Sweco to manage the engineering planning and environmental evaluation for the project. The Rail Nordica connection will span from the Haparanda–Tornio border crossing to the city of Kemi. The technical solution requires designing a new European standard-gauge track parallel to the existing Finnish broad-gauge railway system. By developing parallel infrastructure rather than converting existing lines, the system ensures uninterrupted domestic rail operations while enabling direct international routing.
Implementation and Assessment Phases
Sweco’s engineering responsibilities involve conducting the requisite technical studies, geological ground investigations, master planning, and environmental impact assessment (EIA) procedures. The initial development and planning phase will run until 2027. Following the preliminary engineering work, the implementation of the design phase is scheduled to continue through 2030. The methodology focuses on developing resilient transport infrastructure that aligns with standardized European rail parameters.
Operational Impact and Infrastructure Integration
The deployment of a dedicated standard-gauge link is structured to yield measurable gains in transit times and operational efficiency for cross-border freight. Eliminating gauge-change bottlenecks directly reduces terminal handling times, transit delays, and the maintenance overhead associated with variable-gauge wheelsets or cargo transloading.
"Rail Nordica strengthens Finland’s connections to northern and western Europe and supports efficient cross-border transport," noted Thomas Hietto, Business Area President at Sweco Finland, emphasizing the functional impact on multi-country transport infrastructure.
The Finnish state budget allocated EUR 20 million for the overall planning of Rail Nordica. Out of the EUR 18 million earmarked for this specific procurement, Sweco’s contract value is approximately EUR 9 million, reflecting the technical scale of the required geological investigations and environmental engineering work.
