Rail Baltica Advances Materials Procurement
Framework agreements secure supply of key track components for Baltic high-speed railway.

Rail Baltica has progressed to the next phase of its consolidated procurement strategy for major track construction materials. Several framework agreements covering core superstructure components have now been signed or are close to finalization.
The centralized procurement approach is implemented jointly by delivery organizations in Estonia, Latvia and Lithuania and coordinated by RB Rail. The model aims to ensure the future high-speed railway is developed as a fully integrated and technically compatible cross-border system.
Framework model ensures flexibility and supply stability
The framework agreements define pricing conditions, performance criteria, quality assurance requirements and delivery timelines without creating immediate financial commitments. This allows national implementing bodies to place orders based on actual construction progress while maintaining supply chain reliability.
According to Thierry Boussillon, Chief Programme Management Officer and Management Board member at RB Rail, joint procurement across the entire Rail Baltica mainline strengthens negotiating power, improves price stability and ensures consistent technical standards across the three Baltic states.
Key infrastructure components progressing
Procurement activities now cover several critical track elements:
- Cableway systems, including cable ducts and multiducts, are already contracted and available for ordering.
- The sleeper supply agreement entered its commencement phase, with ordering expected from September 2026.
- Rail supply contracts in Latvia have been signed, with materials expected to become available from July 2026.
- Railway ballast procurement is scheduled for availability from September 2026.
- Contracts for turnout systems, high-speed turnouts and rail expansion joints have also been concluded.
The first components from these agreements are expected to become available for ordering by the end of 2026, enabling certification processes to begin in accordance with the Rail Baltica project schedule.
